Congress Passes 3-Month Patch to Continue Highway Funding

Highway Funding Extension

The Senate on July 30 approved both a House-passed, three-month extension of funding authority for highway programs and a six-year highway policy designed to reform several trucking regulations. The $8 billion patch passed by 91-4 a day before the Highway Trust Fund was set to expire.

The White House indicated President Obama would sign into law the short-term funding fix agreed to by both chambers.

Once enacted, the patch would mark the third funding extension of the trust fund’s authority in less than a year.

House and Senate Republican leaders celebrated the short-term bill’s passage, noting it would give them additional time to perfect the Senate-passed, six-year transportation measure.

“This multiyear, bipartisan legislation will give states and local governments the ability to plan for and construct critical infrastructure projects,” said Sen. John Thune (R-S.D.), chairman of the committee that oversees trucking policy.

NACPC Masthead Dave Manning

NACPC President Dave Manning Appointed to ATA as Chairman

New Position

David Manning, President of the North American Chassis Pool Cooperative (NACPC) will be appointed as Chairman of the American Trucking Associations (ATA) on Wednesday, October 25, 2017 at the ATA’s annual Management Conference & Exhibition (MC&E). Manning will succeed Kevin Burch, President of Jet Express Inc.

“It is a tremendous honor to be elected to serve as Chairman at ATA. Not many people have the chance to serve as Chairman of this influential organization. I am humbled that my peers have elected me to serve in this role,” NACPC President David Manning said.

Management Conference & Expo

During the MC&E taking place from October 21-25 in Orlando, Florida, trucking and intermodal professionals will hear from highly regarded industry leaders and government officials. They will discuss the state of the industry, automation and technology, business strategies and infrastructure funding.

“ATA is the voice for our industry at the national level. Without the ATA representing our industry before Congress and the Regulatory Agencies, trucking would have no voice regarding the laws and regulations that impact our industry. I admire the platform from which ATA advocates for our industry. ATA promotes that trucking is safe – reducing fatal accidents by -40% over the last decade. Trucking is essential – handling 70% of the nation’s tonnage and the sole transportation provider to many communities. And trucking is sustainable (green) – having invested billions of dollars over the last decade effectively turning our trucks into air cleaners.” NACPC President David Manning said.

Member Spotlight: More Profit, Less Loss: How TCW Realizes Big Savings With NACPC Chassis

We recently sat down with Scott George, CEO of NACPC member company TCW, to learn more about how NACPC has been able to transform their bottom line. Here’s what he had to say:

What was the challenge that TCW faced and how did NACPC help you address it?

SG: The challenge for TCW and the industry is the poor quality of intermodal chassis and the corresponding cost associated with substandard equipment.  Radial technology replaced bias ply in 1975. LED lights have 25 times the life span of conventional lighting, yet much of the intermodal equipment provided by leasing companies still uses bias ply tires and conventional lights.

In addition to being more modern, why should trucking companies care about utilizing chassis with radial tires?

SG: Bias ply tires are not rated to carry the weight of international cargo that is legal with state issued overweight permits. The maximum bias ply rating is 3,880 pounds less than the minimum radial rating across an axle.

What has the use of NACPC’s chassis with radial tires meant to your operating costs and schedules?

SG: It costs TCW $.027 more per mile, not including the cost of driver’s valuable time, to run standard chassis versus the NACPC chassis equipped with radial tires and LED lights. In April, we had 2 flat repairs and 1 tire failure running almost 300 NACPC chassis equipped with radial tires. The other providers chassis with bias ply tires incurred 107 flat repairs and 131 tire failures in the same period.

What impact do you feel NACPC’s modernized chassis offering will have on the trucking industry?

SG: As an industry, we should not push the cost of inferior and outdated equipment to the cargo owners who ultimately pay for it. NACPC chassis bring lower cost and efficiency to the supply chain. No fleet owner specs their own trailers with bias ply tires or conventional lights so every intermodal company can benefit from reduced cost, more reliable customer service and improved driver satisfaction with NACPC chassis.

NACPC Elevates Offering in the Gulf Region & Wilmington, NC

Building on the organization’s initial offering to motor carriers across the U.S., NACPC has finalized deals to add 750 new chassis into their inventory throughout the Gulf Region (GCCP) and Wilmington, NC. The Gulf has already received 100 chassis and will receive another 300-350 by mid-November. The Wilmington delivery was completed in July, bringing 300 standard chassis as well as 9 heavy-haul chassis (which are currently in production with Pratt Industries Inc.). The all-new chassis feature LED lights, radial tires and anti-lock brake systems. The 309 being placed in Wilmington will also feature auto-inflation functionality.

This is a significant development for the organization that, at the onset, solely offered chassis that they leased. With the purchase of these 750+ chassis NACPC now presents greater flexibility to clients and ensures a higher quality product.

“When we founded NACPC we said the quality of available chassis needed to change. With the purchase of these new chassis we’re making great strides toward moving the industry in that direction,” says NACPC President, Dave Manning.

In addition to elevating their product in order to offer optimal performance to motor carriers, Manning also says that NACPC is helping to keep the motor carriers’ drivers safe on the road. “The top violations drivers face at roadside inspections have to do with lights, tires & brakes. We’re innovating in all three categories, keeping carriers compliant, fewer chassis placed out of service & drivers safer on the roads.”
